I would suggest that may have been the main reason but other possible reasons you were rejected include
1. Overused sponsor content
2. Oversized main pics (yes they can be too big)
3. The index/front page and the rest of the site being in different directories
4. The title on the front page is not the same as the title inside the site (because of the different directories I imagine)
5. The title of the site is too similar to the sponsor
6. The link on the main page 'Visit TEENSFORCASH for more teens' is a bit dodgy, smells like a blind link
7. The links to 'free teens sites' and 'OTHER FREE TEENS SITES' go to a FPA that has no free teens sites on it, but has a link 'go 2 TEENSFORCASH for crazy sex' which is a link straight to the sponsor
8. All of the above

I always thought it was ok to have different Titles for each page?
