I've seen so many discussions over this. I guess "they" will never issue an official definition. For the purposes of freesite building, a lot depends on the site you're trying to sell, what kind of tour/models it features and how you want to sell it. For myself, as a submitter, I appreciate some flexibility from LL owners in that respect, so that they let me decide if I want the site in the mature or MILF category
