Have you tried loading a page in IE or Firefox via an IP? Try going to http://74.125.19.103... should load google. Have you reinstalled IE and firefox? I know windows xp doesn't essentially have a TCP/IP stack as was in Win98 but there is a way you can essentially reinstall it.
