If there isn't a way to contact them and the site isn't active I would pull the link. Personally one of my requirements with doing link trades is that I have contact with the person I'm trading with.

Just wanted to let those of you that I have trades with know that I deleted my old email address bill@pornowebs.net that I had for the last 9 years... I was getting close to 1000 spam emails a day... please PM me here if you need anything. I will also be paying closer attention to the boards here than I have in the past...
