Yes it is blind.
I have a guy submitting to me for a while that uses See the Movies Here taking the surfer to his premium AVS site, BUT the surfer can hit back and get zero popups so I allow it. Going to the sponsor page I do not allow and most do not. |

It really all depends on what context it's in - if there was a banner right above it with that text linked up one br under it, I'd probably let it slide.
