How about webcams.com? They have some pay per free signup options. I split my traffic to them between that and revshare. The later makes more for me long term. Overall they are very competitive on a per-click basis. I calculate "monthly income per monthly unique" and for them I calc $0.32 so far this financial year but thats including the revshare.
