It won't be full-screen unless you keep it that way, but all someone has to do is control-click the iCal icon in the Dock and then select the Open at Login item from the contextual menu that opens.

Maybe there's a vBulletin plugin that won't allow someone to start the morning thread before at least their second cup of coffee. Actually I guess that would need to be on the user side, maybe a USB dongle that acts like those breathalyzer ignition locks on cars.
