For the most part I do as Toby does. All folders where content is located have redirects back to the root of the domain which is part of some daily updated network which used niched pretty well because the se's like that a couple years back, not so much now

Thou I have done some of those mini hub pages for a particular sponsor you are talking about, here are a couple that I remember.

I keep telling myself to do more of these since the EMD penalty came in that hurt my network but I keep forgetting. Plus I am spending more time putting fresh new content into the admins that update those networks and pulling out old/bad stuff to see if this helps.
