Well sort of....
 Yes... if you gain more incoming links to your site.. then your Google ranking should improve... especially if they are relevant... If you update the page, with new "content" Google will smile upon your page too... .. but if you update the content you may/will change the keywords used in your page.. and that can also affect how Google ranks your page... DD
