It seems I may have unfairly maligned SP2 in this. Turns out that the other login on my computer has no problem with cookies at all - it's all specific to my part of the PC. So that suggests it's not the service pack.
Something has gone awry with my privacy and security settings - but we're stuffed if we can work out what it is. Ah well...
