If you submit free sites, they are usually permanent links and it looks really bad for your sites to go offline or to let your domains expire. It's just not good business.
If you submit free sites, you need to take and make sure and renew your domains and keep your sites up. I don't think they want to waste sending their traffic to a free site that does not exist. Could really piss the surfers off.
