If it were me
I would work on generating traffic if I needed submits I would surf other link lists looking for sites I liked and then email the free site owner and say I really liked your site and added you to my link list if your intersted your submits would be more then welcome yada yada yada maybe set them up a private partner account for free if your script allows it
