Question <META> Tags

Still don't fully understand how it works, and could use a little clarification please.

I undestand the line code: <META NAME="Robots" CONTENT="index, follow"> , but have seen some sites use "all"
in addition to, or instead of just "index, follow"

The question there is, do Search Engines actually see the term "all" in this context?

The second question is what value is there in including the same line on other pages? [for example: on Linksite category pages]

Yes to your first question.

To the 2nd question different words and phrases appear on those pages so if the SE hits one of them first it makes it easier for it to index all of your pages on that site. There is more to it but I think you get the idea.
