Converting streaming JPEGs into an mpg or wmv file

That sounds more like a slide show than a video to me. Im hardly the master of video programs, but even using something like a basic video program (Studio DV 8), and taking pieces of jpg photos, draggint them into the timeline and rendering it into a video, would render a video that doesnt look very good (and thats at best).
