Just a newbie's thought - why not require a general recip for submissions, such that you can confirm the recip is in place when you review, and then email them a category specific recip in the acceptance mail?

If they ignore it you still get the general recip, if they're on the ball enough to replace the general with the specific you get a link back to the actual category. Maybe you could offer some kind of incentive for them to update the recip - or a penalty if they don't?

I agree with most here, #1 is good. I don't group generals together either, I go by traffic -or just likability - & try to mix them up a bit. If you could end up in multiple categories due to this, then so much the better. Sometimes it is a pain to find the right cat, esp if the LL doesn't have one that exactly fits.
