I'm tempted to ban this guy just for pure Darwinian reasons. But in all actuality, he's not breaking any of my rules, just wasting his time having to re-login to submit a different site.

Don't know, I have the same thing. I allow as many submits as you want, but I get a guy who everyday submits five sites under five different names. All the IPs are the same, and the designs are simular.
And of course they are allways submitted right next to each other.

My theory is that he autosubmits (which I allow) and does this at all the linkslists so making an exception just for me is simply not worth it to him.
