If you have some knoweldge of html and php. Try www.phplinkdirectory.com
it could use some features but it's cheap and there is a free version. the support forum is very active and for the price of some of those other scripts you can pay people to make the changes you need. www.fullphotos.com is running it and doing ok for the price. Nothing sucks more then dropping some big $$ only to find out a few months later this whole thing is harder then you thought.
