Sure there is. My first look at the site, but it seems pretty straight forward. On this page http://bl.usefulscripts.com/blocked/ click on the " Appeals Procedure" link AFTER..

# Complete the form at the bottom of the page. ( NOTE: The form will only appear if you selected an item to appeal. You must search for the item and then click on the "appeal" link.)
# The contents of this form will be sent to the webmaster who added you to their Black List.
# The webmaster will review the item being appealed.
