Are you promoting the two any differently? Different traffic sources? Different sales pitch styles? Different niches?
If not, then chances are it's the tour. Personally, when it comes to freesites, I don't track tourpage1 to tourpage2 to tourpage3 conversions. I just look at overall time/energy/money spent promoting the sponsor and the return on sales.
