Recip w/three links

I had a site declined because one of the recips I have has 3 links, which most link lists do not allow. I checked and the recip does have 3 links, but they're all the same URL. Is that still considered 3 links?

While I'd probably ignore it if the rest of the site was up to snuff, it would seem pretty silly of the webmaster to use 3 links to the same url in their recip

The ones that chap my hide are the recips with 8+ outbound links

I use custom text recips and give everyone two links - even those that only ask for one.
