I have heard of people using certain flash code or something like this in order to bypass such things. Not sure how it works or coding.

Question: Why would you want to do this though? Obviously if the surfer is blocking popups they are annoyed with them and will likely not respond favorably to them. The odds that they will buy from you are slim. I can see if you are throwing that traffic away in a trade or something, but man that really sucks for them. Why not just leave em alone if they block popups?
