Since when does Visa approve sites? To my knowledge they don't. Could you possibly be mistaking Visa with the acquiring bank?

UW...euh...yes I do which is the reason for my comment. The credit card companies don't typically get involved with approving websites; they give the acquiring banks guidelines and the acquiring bank interprets those guidelines. This is how content policies can differ across payment processing companies. Also, in this way, if the CC companies don't like something they always have recourse since they never approved the site in the first place. Most people don't understand this and often think that it is indeed the CC companies doing the approval when it's not.
