Back to your original question - in my experience, it's sometimes possible to get better quality content to work with if you ask the sponsor directly. If it's a good sponsor that you wish to promote some more and you have a good relationship with them, you could ask your rep for better content to work with.
I have done this in the past and almost always got some good quality content. I have to say though, I always had a list of sample freesites to show them that were indeed accepted everywhere. So, just a thought, but if you can't afford buying content at this point, maybe work only with sponsors that provide good content and once you've honed your building skills and have a nice portfolio of freesites that do actually get accepted, then turn back to the other sponsor and ask for better content.
Bottom line though - your first goal at this point is getting a bunch of freesites built that follow the rules and do get accepted by the major LL's. Your best bet here is to indeed follow Greenie's advice, read the rules and follow them to the letter - no deviations. If you're not sure about any specific rule, ask here before submitting.
