If you mouseover the links on the page you mentioned, you will see there are a lot of sponsor hosted galleries there with the site owners webmaster id in them.

Thanks for the reply. Somehow I didn't notice some of those links. I clicked on some and they all had the recip link at the top making me think that it was all submissions.
