Problems with tommys submissions?

We have a problem submitting galleries: when I submit a gallery, I get "submits accepted from paid partners only" screen although I am a paid partner.

(At the same time, if I submit the same gallery second time, it tells me the gallery has already been submitted).

Would it be possible to fix this?
