What's with your reciprocal link policy? I'd never submit a paysite for review because of this:

We require a recip link be in place before we take on any new partners.

You are acting as an affiliate. You link to the sites which you review via an AFFILIATE LINK. No other affiliate makes you link back to them in order for them to promote you. I think it's nonsense.

I'm not Heidi, but I'll try to answer. Some time ago I emailed Doug with the same question and the answer was yes, they do reqire reciprocal link, but that reciprocal link is not neccessary to be on the main page of paysite. It could be on warning pages, join page, resource page of affiliate program, etc.
