Make sure you have simple and good promotional tools for Webmasters to use. And start recruiting webmasters through boards like this one.

Asking how to promote your own program on boards doesn't instill a lot confidence in your ability to run it. I don't mean that harshly, it's just a fact.
You have good looking content, but you need a leak-free tour for affiliates. (There shouldn't be a single link on the tour to anything that the affiliate doesn't earn money on.) Also, there's no need to blind link every image on your tour to the join page. It's annoying. The 2257 link on your galleries leads to a page that has tour links and such, but your 2257 link doesn't carry the affiliate ID, so you basically have a traffic leak on all of your galleries. I wouldn't list them.
