Worst Transition To NATS Announcement Ever?

I sometimes wonder how these people make money. Here's the reply I got last night:

It is not a transition, old sites are staying on CCBill. You only need to signup again if you want to promote the new site.

Why would you spend all that money for NATS & then not merge all the CCBill accounts into it (like Mr Skin, How I Got Rich & many others did)
