It seems as if they are intentionally (and very diplomatically) allowing the paysite owners to create the pace of the transition rather than setting a public deadline. Of course, this will allow CCBill to repair any unexpected bugs at a workable rate rather than flipping a switch on every site and suddenly realizing that one bug is mucking everything for everyone and creating panic throughout the industry.
