The default recorder in windows is the sound recorder in your start menu accesories folder, but that only records as a wav file which though is decent quality is quite large
A good free open source recorder is Audacity which can be downloaded from sourceforge (the home of open source projects and a wonderful site) http://audacity.sourceforge.net/about/

I use Audacity for a Podcast, and the quality and ease of use is outstanding. I even have a much more expensive sound editing software on my computer and I still use Audacity. You'll have to download an attachment called LAME, in order to mix down to MP3, but its easily found on the internet.
