The first thing you should do is file a DMCA complaint with Google and his host

and then you can expose the idiot on this board, as well as send an email to help@google.com to let them know and get a case started.
If that fails then you can go the legal route, although if the host and Google dont do something with the DMCA that would be very unusual

Of course there are a lot of other actions that can be taken further down the road but it would be better not to talk about those in public
