User Management

Hey everyone, Im in the process of searching for a user management system where I may supply usernames and passwords for people but also have regulars submit to me without a username and password, basically the usernames and passwords will go out to respected affiliations and regulars we can screen and then decide whether we will continue with them. Any help with anything like this?

I believe most major TGP scripts will do this, including Comus Thumbs.
