Best advice: Don't do anything, but if you must...

I used sponsor free sites to fill cat's and I don't think it looked spammy, I mixed them up though so I didn't have five in a row from the same sponsor (their free sites tend to be cookie cutter sites)

Copying free sites that are already listed at LL's shouldn't be a problem, like you say, their recip is already there.

If you take submissions, don't wait till you have x number of sites, go ahead and list them as you get them. Webmasters will appreciate that.

I started out listing only free sites but now take gallery pages and pic posts from those here at the board. Your call on what you want to list.
