I'll give you the "ex-convicts" complaint, that is fair. However the "uncultured" view is actually the fault of an Australian comedian who makes a living with a stage/TV/movie act that portrays his fellow countrymen as such. He has been doing it at least since the 1960s, and was extremely popular on TV in the 1970s, so it has kind of got ingrained into our beliefs.
