I was going to mention Minneapolis. It's the only city I've been where there just aren't any bums asking for money. I think if they need moeny and a place to stay they either move south or die.

Actually you're correct, it's simply too damn cold. You don't move here on purpose to beg. Those that are begging are local.
Most of the time there is enough shelters, but when it's like -20F, churches and stuff come into play.
