Report: T.O. should give out crack pipes

I'm 2 hours from T.O. We have garbage collectors that won't pick up because there are syringes sticking out of the bags in one neighbourhood. Something has to be done. I say send 'em all to T.O. (j/k )

On the other hand, I'd get busted for smoking a joint in my backyard if my nosy neighbours had their way
