I have accounts with both. Dreamhost can't be beat for price. I pre-paid a year in advance and end up paying $15/month for 250 GB. Support is by e-mail and can at times be very slow.
Webair has very fast support response. They'll answer the phone on the 1st ring Sunday morning 3AM. Most of the time they seem eager and capable to address whatever problem you have. Bottom line, with cheap virtual hosting you're not going to get the best of everything. Corners will have to be cut in order to keep the price down.

I've been having problems with Webair, so I have most of my php pages on Cyberwurx and I have free sites on webair. 15 bucks a month for 250 GB sounds like a good deal, but that's what I thought about webair. You get what you pay for.
