Yes, there is. Check out Video Charge. It can automate several tasks like that, and even add a watermark.

It splits the big clips into 15 second clips automatically and saves them as wmv all in one step

Turns out I was searching for the wrong thing. A video ripper and a video splitter are 2 very different things lol. Found a good one though. Appreciate the help anyways.
