Yes. You can start by making recip free versions you don't intend to submit anywhere.

All of my galleries have a "recip free version" anyway. So, do you suggest that I should start adding them to my fake TGP starting now and/or, add older ones daily? Is it really worth all that effort for SE purposes?

Any typical hub/fake tgp/real tgp/link list can be used as a model. They're all basically the same.

Once you're done building and submitting for the day do what you can to build up your hub. For the next few months it'll be a complete waste of your time, but after a while it'll slowly pay off.
