15 second video clip auto ripper?

I'm no expert when it comes to editing movie clips, not by any means, but I'd probably suggest QuickTime Pro. On the Mac platform you just set two selection markers for the start and end of the section you want to use, then choose Edit > Copy. Once you have the section of video you want on the clipboard, you can paste it in a new video window and save it. You can also delete everything you don't want to use (called "trim to selection") and save the remainder as a new name.

QuickTime Pro is available for Mac and Windows.

P.S. The phrasing of your question: "I was wondering what tool you would recommend using to cut clips this way?" tempted me to answer more along the lines of what the painter John Opie said when he was asked what he mixed his colors with. His answer: "I mix them with my brains, sir."
