having hosting issues... what happens when your host is down?

I'll poke around and see if any of my sites got pulled.... my host was only down for a few minutes but it's been doing it sporadically all week.... I think maybe Cleo is the only one who noticed because she was doing reviews when it was down.... It's always gotta be something going wrong....
