People can build anyway they want so really it is up to the webmasters.
TGPs are the fast food of our industry, built for surfing speed and mass fast porn consumption. I look at the warning page not as a warning page but the page that you get to put some ads on it without having to put any content on it. Its a half page ad with a no thank you link really. Not all link lists have a warning page.
