By my opinion traffic looking for "panties" is not as much targeted as traffic looking for "worn panties" or "used panties". That is the problem why increase in traffic is not equal to increase in revenue. Maybe to get another revenue you can add some ads of sponsors that offers content of girls in panties, upskirts or something similar...
