sorry for the late bump on this...
yes, partners are not all honest and some do try to cheat or sell their free partner accounts to some poor smuck for a few $$$. i use a whois check now for every submit and compare it to the info given to me by the partner when the account was approved.. that has helped a lot...but nothing is perfect...
