im looking for big traffic tgps that offer paid gallery spots with a system in place that the galleries can be submitted in advance of posting and are known to be reliable to do so.

and more specifically, they must have a cheap package you can buy like at thumbzilla, 20 bucks/mth for spots 100-200, so that i can test out the unknown to me ones without gambling much.

You could try Broker Traffic, http://www.brokertraffic.com as they offer a package for $100 that allows you to load them with 60 galleries. From my experience you'll get 12-15K in hits a day.
