I confirmed your submission for you. Check your spam filter to see if the confirmation e-mail is not there, we've never heard of this problem before.

Also, if you think you can follow all our rules (pretty basic, just make sure you don't use popups and you use one of our recips) feel free to apply to a partner account whenever you want.
