If you really want your own software rather than going with a service like camz.com then there are a lot of choices. Check out FireCracker Video, JamOnCam and Sidekick from Nearlythere for starters.

You'll need programmers and designers to turn a basic package into a finished web site don't forget; and these are complex apps -- we are talking at 4/5 digit prices.

I only have http://www.icamvideo.com/main.php and it doesn't do everything you want, but thought i would post it any way
