Not Texas. I mean in the words of Barbara Bush when asked about Katrina, "They all came to Texas and heaven for bid, they might stay here".
...and many of them did. Also, the Texas gulf coast catches a hurricane every few years too. In fact there was one not long after Katrina that did some major damage along the TX/LA border.
