Tony had Carmella tell that story so that everytime Nica went near the water that's what Janice and Bobby would think of. It was his personal revenge (and Livia like personality disorder) on them when Nica preferred being held by her father rather than her "favorite uncle tony".

It worked because when Nica was in the very shallow end of the lake, with Carmella and the nanny, Janice went ballistic because she wasn't "informed"

About a pool party. A crowd of people and a 3 year old fell in the pool and no one noticed until the little one was brain dead.
