Category type question - public nudity

To me it is Public Nudity jast as long as it isn't out in the middle of the ocean or deep in the woods where you know there isn't anyone around. Kinda takes out the public part if your hiding.

I think the turn-on for surfers is the fact that it is in a public place where the possibility of being caught or seen is the issue. Just my .02
